Planning Board minutes for Thursday February 14, 2013

Members present: Roger Tryon, Stephen Enoch, and Maggie Leonard

The meeting was opened at 7:15 p.m. The board was not able to vote on the minutes of January 24th as there was no quorum; no decisions were made and no votes were taken.

We discussed the National Floodplain Insurance Program (NFIP). Leonard had a map of the floodplain in the town of Monterey. We reviewed that it is our understanding that if towns adopt a floodplain bylaw they must also adopt the Federal Floodplain map. Leonard asked the Building Commissioner, Don Torrico, if adopting such a bylaw would create additional building regulations in the Lakeshore District? Torrico responded that it would not and added that there are already regulations in place for building in a flood-prone area.

We discussed the solar bylaw and preparation for the public hearing on Thursday March 14. Enoch said that we should explain our impetus for creating the bylaw and the purpose of the bylaw. Leonard agreed and said that we should review all sections and make sure we have explanations for all our decisions. Tryon said that people would probably be concerned about the size of an installation. We discussed the size of 1/8th of an acre= 5445 square feet or approx. 50 X 100. We noted that the pavilion behind the Firehouse is 151 X 58 and a good comparison for size, should any ask at the public hearing. Leonard agreed to post the hearing with the town clerk and send the notice to the Berkshire Record.

The meeting was adjourned at 8:30 p.m.
